Lake Michigan Air Directors Consortium (LADCO)

Regulator Responsibility:

The Lake Michigan Air Directors Consortium (LADCO) was established in 1990 by the States of Illinois, Indiana, Michigan, and Wisconsin. Ohio has since joined. The main purpose of LADCO is to provide technical assessments for and assistance to its member states on problems of air quality, and to provide a forum for its member states to discuss air quality issues. LADCO’s major pollutants of concern are ozone, fine particles, regional haze and their precursors.

Analysis of control measures:

LADCO engaged a consultant to recommend control measures for VOC and other pollutants. Their final report can be accessed online: Identification and Evaluation of Candidate Control Measures Midwest Regional Planning Organization (RPO) Candidate Control Measures Phase II Final Report June, 2006 Table 9 indicates that recommended VOC control strategy is to adopt SCAQMD and CARB rules as appropriate.

Regulations by State:

To regulate VOCs, LADCO separates Architectural and Industrial Maintenance (AIM) Coatings from Commercial and Consumer Products, although for many states the control measures for both types are included in a single regulation. We have grouped both sets of regulations by state below:

Illinois:

Michigan:

Awaiting new federal rule. Michigan enacted PART 6: EMISSION LIMITATION AND PROHIBITIONS – EXISTING SOURCES OF VOLATILE ORGANIC COMPOUND EMISSIONS which regulates VOC emissions from manufacturing processes, paint products and adopts the OTC Model Rules for consumer products.
