Mission Statement:

The Illinois Pollution Control Board is an independent agency created in 1970 by the Environmental Protection Act. Under the Act, the Board is responsible for adopting Illinois’ environmental regulations and deciding contested environmental cases. The Illinois regulations are well-organized but voluminous with poor search capabilities. It quite tedious to page through the documents to find the applicable VOC regulations.

223.310 Standards This section contains a lengthy list of VOC Content limits for a wide range of products.

223.340 Compliance Provisions and Test Methods

USEPA Method 24, incorporated by reference in Section 223.120, except as provided in sections 223.350 and 223.360. An alternative method to determine the VOM content of coatings is SCAQMD Method 304-91, incorporated by reference in Section 223.120. The exempt compounds content shall be determined by SCAQMD Method 303-91.

Parts 215, 218, and 219: For stationary sources, most of the regulations deal with emissions per time period. However in the sections listed below, there are VOC content limits for certain applications. Parts 215, 218, and 219 have sections on VOC content limits. Helpfully, the sections are organized and numbered the same: e.g. Section 215.204 Emission Limitations has a counterpart section 218.204. If the reader locates a section of interest in any of 215, 218 or 219, it indicates that she should check that section in the other parts. PART 215 ORGANIC MATERIAL EMISSION STANDARDS AND LIMITATIONS This is an old regulation – compliance dates are ca. 1985. But the effective date in some sections is January 28, 2013, so Illinois appears to update in sections. We should assume that all regulations are current regardless of the effective date. Proposed Amendments

Amendments to the Illinois Administrative Code come under the jurisdiction of the Joint Committee on Administrative Rules. The changes are not found on the Illinois Pollution Control Board website, but instead on the Joint Committee on Administrative Rules website. The JCAR website lists the temporary changes in effect until the Administrative Code is permanently revised:The General Assembly’s Illinois Administrative Code database includes only those rulemakings that have been permanently adopted. This menu will point out the Sections on which an emergency rule (valid for a maximum of 150 days, usually until replaced by a permanent rulemaking) exists. The emergency rulemaking is linked through the notation that follows the Section heading in the menu.

As of September, 2014, rule changes were listed in every section of Title 35 Air Pollution that are listed in the section above. We suspect that these temporary changes have been adopted into the IPCB permanent rule base, but not deleted from the JCAR temporary website.
