Mission Statement
The Ohio Environmental Protection Agency is a trusted leader and environmental steward using innovation, quality service and public involvement to ensure a safe and healthy environment for all Ohioans. Our mission is to protect the environment and public health by ensuring compliance with environmental laws and demonstrating leadership in environmental stewardship. Division of Air Pollution Control Rules and Laws Ohio EPA air pollution control regulations are located in the Ohio Administrative Code (OAC) in chapter 3745 . Most of these are not relevant to solvent users. Many deal with process emissions, rather than VOC content limits. The relevant sections for solvent users are listed below:
- 3745-21 Carbon Monoxide, Ozone, Hydrocarbon Air Quality Standards, and Related Emission Requirements
- 3745-21-22 Control of volatile organic compound emissions from offset lithographic printing and letterpress printing facilities.
- 3745-21-23 Control of volatile organic compound emissions from industrial solvent cleaning operations. See Table of standards.
- 3745-21-24 Flat wood paneling coatings. See Table – VOC Content Limitations
- 3745-21-28 Miscellaneous industrial adhesives and sealants. See Table 1 – VOC content limitations for adhesives, adhesive primers, sealants and sealant primers.
- 3745-21-29 Control of volatile organic compound emissions from automobile and light-duty truck assembly coating operations, heavier vehicle assembly coating operations, and cleaning operations associated with these coating operations.

- 3745-113-02 Applicability. Effective date for these regulations: 10/18/2013
- 3745-113-03 Standards for architectural and industrial maintenance (AIM) coatings. See Table: VOC Content Limits for AIM Coatings, effective January 1, 2009
- 3745-113-06 Compliance provisions and test methods. Effective: 10/18/2013, users must use the specified test methods for VOC content determination as noted, which are variously USEPA method 24, SCAQMD method 304-91, and SCAQMD method 303-91.
